Public administration, since antiquity and in the years to come, will remain the central and most decisive instrument of governance for ensuring human security and well-being through the effective delivery of quality public services. Looking back at 50 years of the landscape of comparative public administration, the story told through these pages has tried to document the odyssey of an international organization that successfully confronted many challenges to its existence while achieving continuity of leadership by providing a homogeneous outlook with participatory and interactive forum for both academics and practitioners. "Je n'ai qu'une passion, qu'une maîtresse, la France. Je couche avec elle." On ne saurait être plus explicite que Napoléon... Pour faire carrière en politique, il faut aimer séduire. L'opinion est une femme à conquérir, sinon à soumettre, et toutes les ruses sont bonnes pour arriver à ses fins: c'est le grand Pompée offrant au peuple des jeux grandioses; c'est Hitler déployant à la tribune sa rhétorique envoûtante et vénéneuse; c'est le jeune Kennedy affichant un sourire télégénique, Giscard d'Estaing dissimulant sa calvitie, Poutine gonflant ses biceps, Berlusconi multipliant les séjours en clinique d'esthétique... La politique a toujours été un art du paraître et ce phénomène s'est accru avec l'avènement du suffrage universel et de la société du spectacle. Alors que tout un chacun, en effet, prétend à son quart d'heure de célébrité, il est impératif de savoir se distinguer, sortir du lot, attirer la sympathie, bref "se vendre " comme un produit de marque. Ce livre est un voyage au pays des séducteurs. On y découvre les stratégies qu'ils déploient pour satisfaire leurs ambitions; on y croise des héros adulés, de César à Jaurès, des dictateurs hypnotiques, des foules versatiles, des magiciens de la com', des as du marketing, et aussi: des bimbos, des "first ladies", des traîtrises, des mensonges, des "petites phrases"... C'est en quelque sorte une autre histoire de la politique, qui nous enseigne qu'il n'y a pas deux façons de faire de la politique, l'une qui serait la bonne et qui consisterait à s'adresser à la raison des électeurs, à dire ce qui est, à leur faire partager des convictions... et l'autre -la "mauvaise"- qui viserait leurs imaginaires, leurs émotions, leurs pulsions irrationnelles. A l'heure où se profile un scrutin présidentiel, ce livre vient à propos nous éclairer sur le fonctionnement de nos sociétés et sur ce rapport si particulier que les électeurs entretiennent avec celui (ou celle) qu'ils choisissent de porter au pouvoir.

This book offers a comprehensive analysis of the European Union as an International Actor and of its foreign policy of ‘effective multilateralism’ in both theory and practice. The core argument is that the EU has fostered integrative links - not only between states, but more recently also among international organisations. The study highlights the successes and critically examines the weaknesses of the EU’s effective multilateralism with NATO and the United Nations and offers concrete proposals for strengthening the EU as an inter-organisational security actor and Integrative Power in the short- and long-term.
